Dear Manju, The infrastructure relating to this project will be built on the TN's side of Hogenakkal as everyone is well aware that Hogenakkal has shores on both TN & Karnataka. To construct a project on TN side, whose permission should TN ask for?. The water would already enter TN borders for consumption. Your argument that TN should obtain permission from Karnataka to build a project on TN side is absolutely baseless .
