Arugments should be made with proper context not by deviating from main topic. Consider if a state wants to do anything within it's state it is perfectly fine but if it is doing anything nearing any other state, first it should take consent about the pro & cons rather 'straight away starting the project' that too when there is no government in Karnataka.
