As an individual, he can have any opinion he likes. That's his constitutional right. However, as a CM, he should have respected the beliefs of different cultures. It's naive to assume that he would not have understood the ramnifications of his speech, being a veteran of politics for 60 years. Because of his unnecessary rant, 2 innocent people have died, which could have very well been avoided, if he had just keep his mouth shut. He should be prosecuted under IPC 298 (I believe) for making remarks that hurt the religious sentiments of people, given that as a veteran politician he would have very well known the impact of his speech.
