Such major policy decisions are not taken by one individual. Several Ministries,technical experts, senior bureaucrats,defence analysts etc. are consulted before even official level talks are initiated with other countries. Indian Govt knows its interest well. Had been purely or populist decision, Dr Kakodkar whose integrity is beyond question would not have gived nod to this deal. Chinese Govt with the help fo their leftists agents are stalling the deal. Chinese aggression is known not only in the past but even now they continue to have claims on our territory. That country & their agents CPM cannot be trusted at all.
