Lower castes are perfectly welcome, the government deliberately does not spend on education for people in villages, its the fault of the govt., they can blindly spend 42000 crore for a defence contract for fighter jets to fight a probable war (which may or may not take place), But, when it comes to education and empowerment of farmers each and every finance minister lies in the budget about their commitment to education and farm sector. They are the real scoundrels.
