Siva was a dravidian god. Dravidians were never hindus. They had their own religion as far as we can remember from Harappan civilization.
On top of that none of vedic god has ever had its historicity or genuine existence. Mythology has only gave birth to this story filled religion. Siva was adinath with bull symbol. And bull was never a symbol of any vedic god.
