It is quite well known in intelligence circles that Musharref being a Mohajir from India wanted to be one up over his predecessors in his campaign of terror against "Hindu" India. He launched without much fanfare his military campaign against India in Kargil which came to grief soon thereafter with U S President Clinton picking the chestnuts out of the fire for him. The US never did intervene at these stages because they also concurred with the view that this conflict is largely between two different faiths, Hindu India and Islamic Pakistan, a view they held until 9/11 when the Islamist terror brigades kicked the US in their "balls" and the world has never been the same since then. Musharref after the illfated Kargil adventure took to promoting Jihadi elements through his infamous ISI which saw Kashmir as the ideal breeding ground for their low intensity campaign against the Indian security forces using terror as a weapon to pin down the latter. The problem with the Pakistani especially the ISI never guessed that one day the gun will be turned against them and that is what happened. Musharref has always been an ardent supporter of Islamic terror as the book released by the Observer Research Foundation says and despite the pressure from the US Musharref always learned to hunt with the hounds and run with the hares all through milking both the Islamic Terrorists and the US for his vehement anti-India campaign.
