Come on man!! Every month there are many killing and robbery in Pune(Mumbai)"I know" by thieves. I am not saying that what happened is right or wrong but. It is not only in Bihar its everywhere. And we have punishment defined in Law. Now its not that there is no law and order in Bihar specifically. There is lawlessness everywhere but it is improving. The best we can do to make awareness and use the law and order.
