A law has been enacted but the law protectors do act to implement it, hence its broken.Actually none of the commonners would have felt nice after doing it but this shows what level of inefficiency exists in the Law & Order machinery of India(not only Bihar should be blamed).Its better to analyse the sitaition first to stop recurrences of this instead of Punishing the mob.Law will appear foolish if they decide to punish 1000 villagers.
