Well, I am not going into whether Ram Setu really built there or not, (even though personally I believe it was built there). But, You cant ignore the importance of Project SetuSamudram either as it will give a MUCH shorter route to east and west coasts. So, is there any way that will be acceptable to both Parties? (Hindus and government) Well, there is in my opinion.. After completing the Setusamudram project, The government should build a new bridge using latest technology on the route where Ram Setu believed to be built and give it a name of Lord Rama (Rama Setu). That way, both parties will be happy and we'll have a road way to shrilanka as well. it will benefit the local economy, Business between 2 countries. It can be a tourist/religious site considering the religious importance.
