But they too were constitutional dictators. Whatever development took place in Pakistan in any respect was done during the military regimes whether it was Ayub Khan or Ziaul Haque or Parvej Mosharrof. However, Yahya Khan was an exception. In respect of development of diplomatic relations with India specially, the Generals were wiser and more practical than the civilian rulers of Pakistan because the Generals were well educated, well-trained and well-balanced. The civilians were having the opposite characteristics. Even ZA Bhutto was fickle minded man.
