Jihad means religious war

it's shame that our NSA doesn't know the meaning of Jihad. It's clearly defined as a war against non-believers by the believers. Saying Jihadis are contract killers is an oxymoron. For Jihadis, muslim who do not cooperate with them are also Kafirs. This way, does Mr. Narayan want to say that violence in J&K is also contract killings, as there are sporadic incidents of Muslims getting killed in blasts at public places?
