yes of course Mr.Ishwar is correct. But one thing to be remembered is that in any country's history, if at any time they have contracted for any thing with the USA, then think that the country is basically gone. Because USA is such a country that it lacks the heart and soul and it behaves too radically--that even if the whole people of a country are dead, they want only those things which they wanted initially. With India also who knows what they have in their mind. For eg. what happend to the Dhabol Power Plant contract with the Former Enron. What a hue and cry was carried out. So with USA, we should be doubly cautious and not at all seen anchoring at or with them at any one point. Of course they are neither like the BRITISH or the RUSSIANS. They are just AMERICANS--THE COW BOYS with only madness as their asset. Nuclear energy we need, but with USA at what price? This is the question to be answered.
