NSG,the nuclear supplier group provides uranium and not warranties or indemnities.
IAEC is the agency supervising these plants and that for any possible misappropiation of uranium for military purposes.
IEAC does not supervise,regulate the safety manual on day to day basis and would not be responsible for providing any indemnity for liabilities on a third party product.
Eventually,matter of indemnity /liability would end up in US Courts,who would decide the case based on rumours spread by FBI,CIA who would show up in judge's chambers to get the job done.The US courts would not on fact or law,if a member of minority or a foreign country such as India is involved.These companies would put the burden on India ,that Indians are lax and incompetent ,that they should not recover anything,that it is the responsibility of India.
