True.... and how can the country, which can't protect the fundamental rights of the majority in their own country, can ask for the fundamental rights of the minority in other country. They don't have any moral right. Pakis break all the pacts one after another (causing situations like kargil) and suggesting India to honour the pact done in 1950s.
