In both cases the majority Hindus in Gujerat/Godhra and Delhi were enraged at seeing the minority celebrating openly (Sikhs and Muslims were handing out ladoos/sweets and celebrating in the streets following the murder of Indira Gandhi and 80 Hindu pilgrims in the train ). This enraged the majority Hindus and the resulting consequences was revenge! (Tit for Tat!!)
