Dear Kalyan,
RAW is unable to do Covert operations like ISI is because of the following reasons
1. There are Crores of traitors in our country , unlike Pakistan .
2. RAW is accountable to PM i.e. politicians and no politician in India has the balls to approve such action .Unlike Pakistan .
