If these boards are "moderated" I'm sure it wont take much effort on your part to ensure that, if a particular login has been reported for abusive messages many times, his/her account is disabled.
I'm sure children in schools are told to read news and are often encouraged to read it online. I guess it then becomes your responsibility.
