Kissinger is telling half truths

What kissinger means to say is that no one will take this government seriously. Seperate that from India. Basically its this government (read MMS) that blew this deal by first trying to ramrod and not trying to get BJP on board. Blame it on the NSC and the beaurocrats that advised MMS. Thats why i repeat MMS as PM is a joke, he should resign and not be used like a deflector for Sonia.
Kissinger however should remember the CTBT agreement which was signed by Bill Clinton and not ratified by the US congress. Should we not question US by the same argument?
