For Raghunath and MGR Fan:
Need drives the modern market friendly democratic society, not force.
If a Punjabi has a degree in theology and wants to research temples of Chola dynasty, he will learn Tamil.
If a Bengali has an IIT degree and works for Infosys in Chennai, he will not learn Tamil no matter how hard your DMK or the society tries.
But if both of the above want to have a vibrant social life being in Tanjore or Chennai, they both will automatically learn Tamil!
And, for MGR Fan - although I appreciate the spirit of your statement when you say English is the passport to the world, you have to understand that culture and identity of any region comes from the native language and it can't be ignore in the personal space. (as against the preference is using English in the professional space).
Look at Europe. Although any damn guy knows the power of English, the art-culture scene in Italy, Spain or France is fully dominated by Italian, Spanish and French languages respectively.
