When Russians left China in 1960, French and Germans helped China to develop nuclear weapons. France has always supported Pakistan against India ( Don't forget 1971 ). If France needs to wait for IAEA, that means Man Mohan has cheated us. IAEA wants to put India in the same box as non-nuclear weapons countries. In that case after the DEAL, India will be allowed to have enrichment plant, Reprocessing plants and no nuclear weapons. That is exctly what USA wants from Man Mohan.
