It seems that they have been told to vacate the building due to bad condition many years ago, but for some reasons including political they have not vacated. Since it is in the heart of the city they are not willing to move and demanded repair work which was not possible. They were encouraged by some local politicians to stay there for electoral benefits. It is a fault on everyone. Now, they have lost their lives and their relatives will be paid huge amount as relief fund and they will be alloted some good house too at the cost of others who pay taxes.
