why no Rules ?

what are the traffic police and transport department in Delhi doing. Are we not educated enough to understand that busses should have a schedule ?
are we not educated enough to understand that every bus should have a maximum passenger capacity ?
this is no rocket science , just plain common sense. Do we not even have a little bit of commonsense in us ?
