No offences meant. I have lived in both Mumbai and Delhi and this sense of frustration is more so because nothing seems to be happening in Mumbai.
People in Delhi suffered for 2-3 years but now they have such a great number of flyovers, Metro. In Mumbai, just to join East-West Corridor, it has taken more than 10 years and even now it is incomplete.
BEST, by any standard, is the BEST bus service anywhere in India and there's no point comparing Blueline with that. Delhi Bus Drivers, Autowallahs and Cabbies are rude too!
But condition of Mumbai Cabs is no better. They are indeed rickety!
As for cops, I would tend to disagree with you. I am yet to see a 2-wheeler driver going past a traffic wallah without helmet in Delhi. In Mumbai, it is common sight. No one bothers.
As for cops being vigilant, I think Delhi is much better. You simply receive the non bailable warrants at home if you have committed a traffic offence and challaned.
In nutshell, Mumbaites in general are much more disciplined but there's complete lack of planning for handling of daily chaos forget future! No new flyovers getting built, no MRTS system in offing in near future...
