It doesn't matter how much the owner charges or how much a contractor 'must' make per day. Rules are rules, and this is lives of ordinary people. There is no excuse for killing people randomly. The problem is the corrupt politicians and police. We need strict punishment for rule-breakers along with further privatization of buses. Make it easier for private lines to buy a bus and run it on the screen. Moreover every bus should have a BIG visible board in the front and back of the vehicle saying the number of people this vehicle has killed and the number of accidents this has been involved in.
