If the Hon'ble Chief Minister of NCT Delhi can consider this, I have a solution. Simply hand over all the DTC Buses (AC/Non AC and local/intercity/interstate) to TATA company along with staff. The staff viz., Drivers, Conductors, Depot Staff can continue to be paid from the Government of Delhi i.e. pay, perks, retirement benefits, etc. But they must be made accountable to the TATA for their day to day duties. Any disciplinary action vis-a-vis the duties and responsibilities of staff, if required, can be taken by the Govt. of NCT Delhi on the recommendation of TATA. In this way, the employees i.e. Drivers, etc need not feel insecure since their salaries, pension, OTA, etc are totally safe. Also the Government may encourage TATA to hire necessary number of drivers/conductors and a mutually agreable financial arrangement can also be made between the two on this issue. Thereby the burden of recruiting the staff for a longer period can be avoided.
On the other hand TATAs can manage the bus service very efficiently and their management skills are known to everybody. Besides, they can assist the DTC in maintenance of the buses also since they have bus production units.
I request the Hon'ble CM of NCT Delhi to consider this suggestion.
