Keeping Hindus divided and trying to increase the gulf dividing them by showering peanuts like reservations, is a secular activity. By keeping Hindus divided, the seculars are giving choice to Muslims to unite with faction they like. If Hindus start behaving like a monolith, Muslims will have no choice but to unite with the monolith. Thus working for Hindu-Hindu unity is the most secular service one can do for the country. By this definition, Modi is the only secular leader in the country.
