There is no evidence that Taliban /or Al-Qaeda,caused 9/11. Those who participated parished therein. Even if it is assumed for sake of discussion that Al-Qaeda was involved ,there was no reason to attack the people of Afghanistan who were not all Talibans or Al-Qaeda operatives and take over their country ,any less than attacking Mumbai for harboring any Al-Qaeda agents.
