No doctor would do a surgory if his life is at stack. 10 lakh was just a number, so that with 5% the donner gets 50K for life every year. The ammount can be discussed.
As long as the fear of increase in Human Trafficking etc are concerned, that happens already. Legalising this might reduce that.
