No to built a nuclear site will take minimum 6 years provided you have already identified it with all the geological survey.
The on the site will be reactors place so another 5 to 7 years to built the reactor and about 6 months to commercially produce the Electricity. Simultenously the govt has to start building the power grid to distribute the electricity.
Till then the cost of Uranium and Plutonium will have reached a new high as China has started acquiring all the uranium mines in Africa and Eastern Europe so by the time we have the reactory producing the electricity the 123 agreement terms ends giving more force to USA to bind a new agreement to feed the giant we have brought from them.
Common sense it more profitable to America than India, this same period can be used to develop our own capability give what our scientist demand and see the results.
I am sure Indian will come up with a much better and cost effective solution.
