How does Indian govt. condemn a terrorist attack?

On a sunny day, a couple was walking down a street. They shared an umbrella to protect from the torrid hot sun (dhoop). Suddenly, a goonda arrived from somewhere and grabbed his wife, embraced her, held her hand and terrorised the fellow, "Let us walk towards my home now. You hold this umbrella on both of us."
They started walking with Mr. Husband protecting them from sunlight. Finally the goonda left them out of mercy. Mrs. Wife asked, "being my husband why did you not take any action against him for his attempt to molest me?" Mr. Hubby replied, "oh, honey do you think so?...c if u remember, while walking, I took away the shade of umbrella from him to scorch in sunlight...:) now r u convinced that i luv u more than he terrorised us?

Similarly, this is how ANY Indian govt. (esp. Congressmen) condemns a terrorist attack...ha ha ha...Jai Hind...
