It is highly unethical and improper for a technical Chief Minister who has lost majority to indulge in such acts of mass transfers or mass promotions. Had he been a civil servant he would have been charge sheeted under the Government Servants' Service Regulations. The Head of the State should resort to cancel all the orders passed by Mr. Kumaraswamy after 2.10.2007 when he was scheduled to hand over the power to BJP.
