it does seem like you are right. These guys are not bothered about value of a given word. more important, they are after consolidating their hold on power. will help their prep for next elections... further they can say "see we are secular" and start hammering the bjp.
these people are not bothered abt development
by ensuring BJP does not taste power they hope to win again later...only time will tell whether people will forget these power mongers' games and defeat their unholy intentions.
