This is totally non-sense to say the condition of dalit people was better before implementation of reservation. Caste system is a curse to Hindu society, which provides upper caste peoples an excuse to exploit weaker section/lower caste people. Now these days majority of exploiters are from non-Brahmin but certainly from upper caste. Even today you can find instances where lower caste students are prevented attending classes any any pre-text or even murdered.. Yes there are some flaws with criteria and implementation of reservation but there should be certainly an affirmative policy that includes not only caste but also financial and social background.
