well, usually that is exactly what happens. in all parliaments you will many key figures - on both sides - who will argue their cases and will bring out all shades around the deal, and will passionately argue their cases. this debates will then weigh on the consciences of all, and will affect the votes in full view of the people of india. all mps will have to justify their votes to the people even as they balance their party loyalty. this is a golden opportunity for common indian people to take the democracy in their hands - should their leaders refuse - and guide their masters and force them to vote. this too crucial an opportunity to miss - in hte interest of democracy. democracy works only when the people show responsibility. otherwise they might as well dictatorship. merely voting at election time is not what democracy is meant to be - it is what happens after the ballots are cast.
