If just by having numbers on your side you have the right to govern and become the law-maker, then it should not be surprising that Shukur Ali and Buddha (tor naamey kaali!) have a complementary role to play - while Ali will get the numbers (votes), Buddha can behave like "Big Brother" - we are doomed to live the Orwellian nightmare!
