Renegotiate to remove fissile material cut off from NSG deal for one as it is useless to talk fissile material cut off and deterent which means nuke weapons. You cannot have nuke weapons without fissile material. Not only can you not build new weapons, when Fissile Material degradation in the current weapons takes place they cannot be refreshed in future. so back door to CAP AND ROLL BACK TO ZERO weapons in a few years.
