Then y not let the so called "capable" bureaucrats rule for the whole time. Y hold elections at all. Dude, its the constitutional right of every Indian to elect his representative. Dont just blame the politicians for the twisted process. We the people also should shere the blame. With just 30-50% voting in urban areas, the unwanted junks (read corrupt politicians) are bound to come to power. And BTW, the so called "capable" bureaucrats are the worse breed.
