There seems to be some logic in your line of thinking. I am reminded of the 'Creamy layer' issue when it was sought to separate the well-off layer of the backward classes from reservation, so the deserving sections would get the benefit. There was such a hullaballoo over this and mass agitations by the concerned castes against creamy layer. This makes it clear that economically well-to-do people of lower castes would want the free meal anyways - irrespective of whether the really impoverished live in poverty or not.
Thus the whole issue is - there are free meals up for grabs; come get it and eat it - never mind if your lower class brother lives in dire destitution or not. Ethics be damned.
