Basically all these people who treat themselves as GOD, should be punished. I think According to constitution, whoever insult any religion, they should be punished. By issuing fatwa, these maulwis are insulting Muslim Communities. They do not know the basics and become the maulwi. Next onwards, go for Fatwa..
