Its true. Indian leaders go by strict rule-almost like a University professor or a Income Tax auditor. My advice- accept the USA proposal as it is, because thats how you are going to get all the technologies to grow up and equate with China now and next 5 years, then when things go bad between USA and China, if India needs to test nukes, it can do so and break the USA law of Nuke tech. But given the US history, its very practical. If it means strengthening India, USA may pass a resolution to override the current agreement (as it overlooked Chinese non-proliferation or that of Pakistan). Try to learn the USA politics. China is watching and if it sees India and USA getting cozy, then it will change its current Arunachal/Tibet/Akshai Chin theories. George W. Bush cannot give you nukes now without this agreement; but later for a new reality US congress can change laws. Why not take that direction? Do whats practical for now.
