Is monetary compensation an answer to loss of life?

It has become too common to see that monetary compensation is promised to the victims families. This compensation neither can heal the wounds, nor replace the deceased victim. What steps are being taken to prosecute the accompolises of these terrorist acts, and see them pay the finaly penalty. Afzal is still waiting for his appeal to the President accepted or face his maker. This is not the way the justice should work. It is also alleged that the promised compensation never reaches the families because of bureaucracy. This is like sprinkling salt over the wounds of the victim's families.
