In Bhagavad Gita, Lors Krishna says there is a category of human who are below the Shudras. Those people are inhrently evil, born in the womb of filth, doesnt believe in peace & tranquility. They are called Asuras and demons. And Lord Krishna goes on to say that he always put those type of people in the filthy wombs because they cannot get out of that mode of thinking.
