Look at the amount of telecom and technology investments that came to TN during his tenure and compare it with some other period, you'll see the difference. I am not being egoistic, but I myself heard him at a NASSCOM conference last year where he openly invited telecom and tech firms to invest in TN. Is this not wrong when one is supposed to look after investments across India?
Have you ever heard him inviting people to invest in places such as Rajasthan and Gujarat, which are fast growing locations? Its good for India, especially for states other than TN.
