As per predictions, even BSP and Congress join together they will not have majority. Otherwise they will join together and try for pulling strength from other side, resulting in lot of money to pull people and subsequently they will try to earn back the money untimately from public funds. Anyhow, public money will be spent indirectly.
Only BSP and BJP can joint together to form the next govt. as per predictions.
Your writing is based on wrong assumption of figures, which totaly against pre and post election predictions and hence not practical and they could not also give stable government, since SP will try to pull the leg with its moeny power.
Better and stable option is President's rule for next 3 to 5 years.
