Try to distinguish people by economic capability and not on caste and creed. 4. Have fool proof Law system, and bring all the black mopney to public, use that money for the welfare of poor children education and poor old peoples' health care.
I feel education is the right thing which can change the attitude of people, it is parents who are responsible for a person to become a full fledged person or a crook, todays children are tomorrows parents, so atleast let the future generation have a reservation less society.
