Agreed that it is the duty of the Civic bodies to ensure that people dont sleep on the pavements etc. but does that mean that some Idiot gets the license to Drink and kill people on road. Mind you it could have been anyone, maybe someone like you walking on the road. Now would you say that walking on the road is also incorrect. Get real. I am surprised that such an open and shut case is being dragged & Alister has the cheek to say that this case has affected his studies. The guy has to face the music.
