The spokesman is assuming that US is making concession to India. This is not a valid approach. India has adequate legal infrastructure to depersonalise rule of law and hence implement it in a rational and disinterested fashion, thereby worthy to wield WMD for stability and peace. If this is not recognized, it would mean that paradigm of wielding WMD is not defending rule of law but defending interests. It would tantamount to political compromise on non-proliferation. ____The process of Indian recognition ought to be legally sound and thereby strengthen non-proliferation effort..___ India's non-first use policy is consistent with its security policy of defending rule of law. Recognizing India would great strengthen non-proliferation effort, and not recognizing it would seriously undermine the legal basis for non-proliferation.
