Crime in UP is under control beacuse 3 dons namely Mukhtar Ansari,Amar mani thripathi & Raja bhaiya are with Mulla mulayam.
That is why Crime is under control because all the Dons are Ministers under him. and three Dalal's as Subrto Rai, Anil Ambani & Big B are under the super Dalal Mr. Amar Singh.
