As most people have already mentioned, education is a big business in US - not only for the universities but also for the banks the lend to students.

So, aspiring students better do their research before flying to US. I have personally seen Indian students feeling bad after choosing a wrong university.

If money is the only concern, nowadays software engineers in US make more money that students.

All said, India, no doubt, can produce the brightest B.E's in the world. But do we have the proper infrastructure and funding to support MS and PhDs? So why fret about people leaving India.

When it comes to settling down in a foreign country, its a matter of personal choice. You dont have control over what the other guy chooses.

And please dont see one side of the coin. With the amount of globalization we witness, boundaries are shrinking. A lot of Indians are returning back to India nowadays, which is a shift from the 1990s. Salute all those who contributed to India's growth. Its because of them that we have foreign students in India and many other birds back migrating to their home.
